The absolute best procedure you can have with respect to links is to do nothing. Not directly anyway, the best thing you can do indirectly is spend your time writing good articles and making a good web site people will want to link to.
Links to your web site are a statement by a user that they find your web site useful to them. These links to you say something about your content to the search engine and it relevance to users.
With this in mind you can see how ridiculous buying links is. The problem is actually a poorly set goal. Instead trying to have a lot of links to your web site, your goal should be to have a useful web site full of useful, relevant content. Then the links and high search engine rankings will follow. The other way around does not work and is just a waste of your time.
Remember there are always clever things you can do to appear to be some thing you are not but these are only short-term gains. Link buying schemes and hidden link pages may work for a short time. These dishonest tricks only get you banned in the search engines. There are no easy ways to avoid work and you are only wasting time trying to find them. Besides that who wants to be some thing they are not?

There is really no good way to measure how much someone should pay to buy a link. What is the link worth to you? How can you tell? There are so many good ways to get links for free that it amazes me why anyone would spend the money to may for them.
